New To Boudoir and Portrait Photography But No Studio

what would you guys suggest doing when just getting into boudoir and portrait
photography? If I am looking to start to build a boudoir portfolio, how do I go
about getting clients if I have no work to show potential clients as a portfolio?
Do I shoot for free and pay to rent a hotel room or studio and hair and make up
